Local Layer is a community-focused, mixed-use project on the Jaffa–Florentin border, an area once filled with orchards and agricultural estates. The design reconnects with this past through a simple, green, and neighborhood-scale approach. To address urban density while staying within a 7-story limit, underground levels are used as active planning layers, including a public entrance from the adjacent green space.
The program combines housing, commerce, employment, and public functions—including a library, health center, and sports facilities—to create a vibrant, inclusive environment. The site preserves an early 20th-century well house, and the iconic silos are adaptively reused, integrated into the building’s scale and extended below ground. Natural light reaches lower levels via English courtyards along the perimeter and two large inner courtyards.
